RESPONSABILIDADE DA CAIXA ESCOLAR NA GESTÃO DA UNIDADE PÚBLICA DE ENSINO PARA EFETIVAÇÃO DO DIREITO À EDUCAÇÃO

Abstract

The article addresses the role of Executing Unit in the management of public schools, as a mechanism for realizing the right to education. Given the self-management model, with the intermediation of a legal entity governed by private law, questions arise about the division of responsibility between the federated entity and Executing Units. Therefore, the study aims to assess the responsibility of the two entities for the debts arising from the execution of the program, whether direct liability, subsidiary or joint liability. The study is based on exploratory bibliographical research, in addition to a case study on Caixa Escolar Câmara Cascudo.
